The paper is titled “The First Carrier Phase Tracking and Positioning Results with Starlink LEO Satellite Signals” and was published last week in the journal IEEE Transactions on Aerospace and Electronic Systems. “The team has also been working with the US Air Force to pinpoint locations of high-altitude aircraft they were able to come within 5 meters using land-based cellular signals, Kassas said.” GPS provides signals with average errors of less than one meter.
